Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi (PM-DAKSH) Yojana


1. Background:

During 2020-21, MoSJ&E modified the existing scheme of Assistance to skilling for OBCs/EBCs/DNTs with inclusion of new target group SCsand Safai karamcharis by changing nomenclature of the scheme as PM-DAKSH (Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi)Yojana for providing budgetary support to three Corporations viz.NSFDC, NBCFDC and NSKFDC for skilling of marginalized personswith idea to bring economic empowerment.

2. Objectives:

 To improve all-round competency & adeptness of 2.71 lakh persons over the next 5 years, beginning with nearly 0.5 lakh youthin the first year i.e. 2021-22.
 To improve revenue generation capacities of Artisans within their practicing vocations, women and youth entering in to self-employment or wage-employment.

3. Type of Interventions:

(A) Up-skilling/Reskilling
 The training for rural artisans, domestic workers, sanitation workers etc. on the vocation of practice, such as pottery, weaving,carpentry, waste segregation, domestic workers, etc. along with
financial and digital literacy.
 Duration: 32 to 60 hours and spaced over up to one month
 Training cost will be limited to the extent of Common Cost Norms,besides Rs.2,500/- to trainees towards compensation of wage loss.(B) Short Term Trainings (focus on wage/self-employment)
 Various job roles as per National Skill Qualification Framework
(NSQF)/ National Occupational Standard (NOS), issued by MSDE
 Focus on wage/self-employment opportunities such as self-employed tailors training, furniture making, food processing, etc.along with financial and digital literacy.
 Duration: Normally 300 hours and up to 3 months, as stipulated in National Occupational Standards (NOS) and Qualification Packs
(QPs).
 Training cost will be limited to the extent of Common Cost Norms,besides stipend to trainees in case of non-residential training.


(C) Entrepreneurship Development Programme (EDP):
 SC and OBC youth who have preferably undergone skill training under the PMKVY and are having an entrepreneurial bent of mind.
 Curriculum to be modelled on the programmes of MoRD being implemented by the RSETIs. To be conducted by RSETIs,NIESBUD, IIE and like.
 Sessions on Business Opportunity Guidance, Market Survey,Working Capital and its Management, Business Plan Preparationetc.
 Duration: Normally 80-90 hours (10-15 days) or as stipulated byMoRD.
 Training cost as per norms of MoRD/Common Cost Norms (CCN).


(D) Long Term Courses (focus on wage/self-employment)
 Long Term Training in sectors having good demand in job market. Training programmes will be as per NSQF, NCVT, AICTE, MSME etc. in areas such as production technology, plasticprocessing, apparel technology, health care sector, etc.
 Duration: upto 7 months and 750 hours, as stipulated by the concerned board/regulatory body of the training centre.
 Training cost as per CCN or as stipulated by concerned Board besides stipend for non-residential programmes.

4. Key Features of the PM-DAKSH Yojana:

 Training free of cost for the trainees, 100% Budgetary support by Government of India.
 Stipend of Rs.1,000/- (OBC) to Rs.1,500/- (SCs and Safai Karamcharis) per month per trainee for trainees having 75% and above attendance in short term and long term training.
 Wage compensation @ Rs.3,000/- per trainee (Rs.2,500/- as per PM-
DAKSH and Rs.500/- as per Common Cost Norms for trainees having
75% and above attendance in Re-skilling/Up-skilling.
 Trained candidates will be provided certification after successful completion of training and assessment.
 Trained candidates will be provided placement (wage and self employment) after assessment and certification.

5. PM-DAKSH – Portal:

(a) From the FY 2021-22, the implementation of PM-DAKSH Yojana shall
be Portal based with the following objectives:

 To obviate the need for submitting hard copies, except where it is mandated otherwise.

 To have transparency and accuracy in the System w.r.t. selection of candidates, approvals, releases, efficacy of training programmes.
 To streamline the Financial Management system.
 To create seamless environment for flow of information between
stakeholders.


(b) Features of PM-DAKSH Portal:
National eGovernance Division (NeGD), Department of Electronics and Information Technology, Government of India, has developed a Portal for end to end implementation of PM-DAKSH Yojana.
 Candidates Registration, Selection of Training Programmes, selection of Training Institution and Location.
 Registration of Training Institutions,
 Sanction of Training Programmes,
 Implementation of Training Programmes.
 Submission and payment of claims.
 Monitoring, Placement and Tracking of trained candidates.

6. Mobile App:

 The Mobile App facilitates the candidates for Registration without visiting any cybercafé. The mobile App can be downloaded from Google play store.
