- To reduce Maternal Mortality Rate and Infant Mortality Rate.
- To track high risk mothers and give timely intervention.
- To whom the benefit is due: All citizens residing in Tamil Nadu.
Coverage:
Both in Rural and urban area of the entire state of Tamil Nadu is
covered.
Web – Portal Summary:
- PICME 2.0 web portal captures the details of pregnant women starting from Eligible couple registration to till 16 years age of the child through Village Health Nurse / Urban Health Nurse.
- Each mother are given a unique ID called RCH ID.
- The Government of Tamil Nadu has made it compulsory to register all pregnancies in this system.
- Birth Certificate will be issued only if RCH ID is available with the mother.
- Using this number, the details of the mother can be viewed at any level.
- EMRIs (Emergency Management and Research Institutes & 108 Ambulance service) have been given login ID for using PICME, so that they can take list of EDD mothers from the system and call the mothers to give pick up services to the mothers to hospital for delivery.
- This software is also linked with Birth and Death registration software (CRS).
- The detail entered in this software determines the eligibility status of a mother to Dr. Muthulakshmi Reddy Maternity Benefit Scheme.
Scope, Approach and Methodology:
Registration of Pregnancy
1. By directly approaching Village Health Nurse
- Pregnant mother can approach the Village Health Nurse / Urban Health Nurse in her area and register her pregnancy.
- After confirming her pregnancy, the Village Health Nurse / Urban Health Nurse will register the details collected in PICME software and give RCH ID to the pregnant mother.
- After completion of registration, a SMS will be sent to mothers mobile number. Government of Tamil Nadu has made it compulsory to register all pregnancies, and to give RCH ID for Registration of births.
- Even if the mother does not have RCH ID at the time of delivery, she must register immediately atleast after delivery and submit the RCH ID to the hospital concerned.
2. By Pre-Registration
If the pregnant mother is new to the area and not able to contact her
area Village Health Nurse / Urban Health Nurse, she can
Pre-register her pregnancy using following methods. SMS will be
sent to mother’s mobile with the Pre-registration details.
(a) Through online:
Pre-registration of pregnancy can be done by the mother
herself by visiting https://picme.tn.gov.in and enter required
details.
(b) Through e-seva centres:
The pregnant mother can approach the nearest e-seva
centre and pre-register her pregnancy at free of cost.
(c) Through call Centre (102):
The Pregnant mother can call the toll free number “102”
and Pre-register her pregnancy.
(d) Through Government Hospitals:
The pregnant mother can approach the nearest
Government Hospital and pre-register her pregnancy.
- On completion of pre-registration, a SMS will be sent to the registered mobile number. The Pre-registration details will be forwarded to the concerned Village Health Nurse / Urban Health Nurse and in turn they will contact the mother and register them. On completion of registration the mother will be given.with.RCH.ID.
- Periodical SMS will be sent to the mothers mobile and remind the services to be availed by the mother/child.
- This software is linked to the State Birth and Death software (CRS). Immediately on generation of RCH ID, PICME software will share the RCH ID to Birth and Death Registration Server. Similarly, whenever a birth is registered, the birth registration number is shared by the Birth and Death Registration Server to PICME server.
